The Government of India is exploring a new digital verification initiative called the Solar Hardware Authenticity Verification System (SHAVS-2026) after reports of counterfeit solar panels, fake BIS labels, and low-quality inverters entering the rooftop market. Officials told SolSetu that the system aims to certify the originality and safety of solar components using QR-based authentication and a national blockchain-backed registry.
The rise in substandard components has led to performance issues, warranty voiding, and increased fire risks in residential systems across several states.
Why SHAVS-2026 Is Being Considered
Authorities and DISCOMs have flagged multiple concerns:
- Panels with fake efficiency ratings and duplicate serial numbers
- Non-BIS inverters sold as “government-approved”
- DC connectors and cables failing safety standards
- Vendors mixing genuine and counterfeit components
- Rising complaints of early inverter failure and module degradation
SHAVS-2026 aims to provide consumers and installers an instant authenticity-check tool.
How the Verification System May Work
According to early technical notes, the system would include:
- Unique QR codes embedded on panels, inverters, cables, and connectors
- Blockchain-secured registry recording manufacturing and import data
- Mobile app for scanning and verifying authenticity on-site
- Automatic alerts if a component is flagged as duplicate or unsafe
- Vendor dashboard mapping genuine component inventory
- Consumer verification history stored for warranty purposes
This system would be integrated with rooftop subsidy and installation portals to prevent misuse.
