The Government of India is exploring a new consumer-friendly digital tool called the Solar Consumer Smart Billing Clarity Dashboard (SBC-D 2026), designed to help rooftop solar users understand their monthly electricity bills with complete transparency. The dashboard aims to decode bill components, display net-metering adjustments clearly, and simplify units consumed vs. units exported.

Officials familiar with the discussion told SolSetu that this initiative comes after a sharp rise in complaints from solar consumers who find post-solar billing systems confusing and inconsistent across states.

Why the Billing Clarity Dashboard Is Needed

Rooftop solar consumers frequently report issues such as:

  • Confusing net-metering credits that differ each month
  • Unexpected fixed charge variations
  • Unclear solar vs. grid consumption breakup
  • Missing export-adjustment details
  • Format differences across DISCOMs

The dashboard is intended to bring uniformity and end consumer confusion.
