India is evaluating a new nationwide policy called the Rooftop Solar Performance Guarantee Framework 2026, designed to ensure that every household installing a rooftop solar system receives a minimum generation assurance. Sources told SolSetu that MNRE is reviewing a draft proposal that would legally bind installers to deliver reliable annual solar output based on local climate and system design.
This initiative aims to strengthen consumer protection and increase trust as residential adoption accelerates under the PM Surya Ghar initiative.
What the Performance Guarantee Means for Consumers
If launched, the framework may require installers to provide:
- A guaranteed annual energy output (kWh)
- Refunds or service credits if performance drops below the guaranteed level
- Transparent generation forecasting charts during installation
- Mandatory shading and rooftop structure assessments
This would make India one of the first countries in Asia to offer such consumer-friendly protection in rooftop solar.
Why This Policy Matters Now
As installation volumes surge, many homeowners report inconsistent generation due to shading miscalculations, improper panel alignment, and low-quality mounting structures.
An MNRE official said, “A performance guarantee will ensure every consumer receives the generation they are promised — no surprises, no excuses.”
How the Guarantee Might Be Calculated
The generation forecast may be based on:
- Local weather and solar irradiance data
- Panel orientation and tilt
- System capacity and inverter efficiency
- Shading analysis using digital mapping tools
- Historical grid performance in the area
Installers may have to upload all technical assessments to state solar portals before project approval.
Expected Rollout
The policy may be announced in mid-2026, with phased rollout across:
- Gujarat
- Maharashtra
- Rajasthan
- Karnataka
- Tamil Nadu
National implementation may follow toward the end of 2026.
