The Government of India is working on a new platform called the Solar Installer Background Verification System (SIBVS-2026), aimed at ensuring rooftop solar installations are carried out by verified, trained, and legitimate professionals. Senior officials confirmed to SolSetu that the system will help reduce fraud, overcharging, and unsafe installations caused by unverified contractors.
Rooftop solar adoption is rising across India, but so are cases of consumers falling victim to fake installers, informal agents, and untrained technicians. The SIBVS-2026 framework aims to solve this problem through a national-level verification ecosystem.
Key Consumer Problems SIBVS-2026 Will Address
Reports collected from DISCOMs and state solar portals highlight issues such as:
- Fake installers collecting advance payments and disappearing
- Untrained technicians causing wiring or earthing hazards
- Installers using duplicate components without disclosure
- Misrepresentation of experience or government registration
- Lack of accountability during post-installation service
The new system will formalize the verification of all individuals and companies involved in rooftop solar installations.
What SIBVS-2026 Will Include
According to early blueprint discussions, the system may introduce:
- National Installer ID linked with Aadhaar / business GST
- Training & certification records for each technician
- Digital verification badges for installers
- Blacklisted installers database accessible to the public
- Background checks for fraud, complaints, or cancellations
- Customer rating dashboard for workmanship quality
- QR-coded verification for on-site technician identity
The system will integrate with DISCOM approval portals to ensure only verified installers handle net-metering applications.
