The Government of India has issued revised guidelines for PM-KUSUM Component A and Component C for 2025, with key updates focused on subsidy transparency, faster DISCOM integration, and digital monitoring of on-ground installations. The new reforms aim to accelerate farm-level solar adoption under the flagship KUSUM mission.

Key update: Components A and C now include unified digital verification and automated subsidy calculation through the National Solar Agriculture Portal (NSAP-2025).

Major Updates to PM-KUSUM Component A (Decentralised Solar Plants)

  • Revised capacity window: 500 kW to 4 MW per project, replacing the earlier 500 kW to 2 MW limit.
  • Tariff approval timeline reduced from 90 days to 45 days for DISCOMs.
  • Mandatory SCADA-enabled monitoring for all plants above 1 MW.
  • Feeder-level viability checks now automated using DISCOM GIS data.
  • New bankability norms for EPC vendors to reduce project delays.

Updates to PM-KUSUM Component C (Solarisation of Individual Pump Connections)

  • Subsidy structure updated: DISCOM + Central + Farmer contribution recalibrated for small & marginal farmers.
  • Faster approval: Permission-to-Operate (PTO) capped at 15 days.
  • Hybrid system support: DC pump + AC backup now officially supported.
